On the 10th September, the London house wrote to Udolpho Wolfe & Co., Zalmstraat 15, Rotterdam
a letter which was submitted to the Home Office (Ref. 9401 of 14.9.15).
An explanation furnished by the London house to the Home Office on the 18th September, 1915, (Ref. 10010) stated that the letter contained "an order sent in the usual course of business
of Rotterdam but through a slip the order was made out to Ludwigshafen where the firm formerly had a branch."
In support of this explanation, they enclosed a certified copy of the certificate of incorporation of the Udolpho Wolfe Co.
This certificate was no doubt returned to the firm but it referred to incorporation in the United States.
There appeared to be no reason to doubt this explanation at the time and the letter was apparently returned to the sender.
However, further investigation of the circumstances inclines us to question the bona fides of the transaction as follows: –
The Deputy Chief Censor, Australia, has reported (i) "Udolpho Wolfe & Co., Rotterdam" (not identified) is acting as intermediary in correspondence for V. Wolfe & Co., Hamburg, and another Hamburg firm. (ii) The New York house of Arkell & Douglas is acting as intermediary in correspondence for the Udolpho Wolfe Co. of Hamburg. (Reference to X. 2876, 1.2.3. 78169).
Possibly this information has led to some action on the part of the authorities of which the New York house of Arkell & Douglas is now cognizant.
The Udolpho Wolfe Company of Rotterdam is not traceable in any of the directories available to us either at the address given in the intercepted letter from Arkell & Douglas, viz. Zalmstraat 15, or elsewhere in Rotterdam.
The address in question is that of a firm of distillers called Blankenheym & Nolet, occupying Nos. 3 to 15a, Zalmstraat. (Duyker Telephone and Street Directories for 1915).
